Important changes to SMS Sender IDs

The Australian Government, through the Australian Communications and Media Authority, has introduced the SMS Sender ID Register under Part 24B of the Telecommunications Act.

The Register has been introduced to help reduce SMS impersonation and protect people from scam and fraudulent messages.

These changes apply from 1 July 2026.

What is a Sender ID?

A Sender ID is the name that appears at the top of an SMS or MMS message to show who the message is from.

For example, an organisation may use a Sender ID that reflects its business, service, program or clinic name. Messages sent through the Diginostic Health Platform may use Sender IDs for communications such as:

· patient screening links

· screening reminders

· appointment or clinic communications

· health service communications

· administrative messages

What is changing?

From 1 July 2026, telecommunications providers will check whether Sender IDs are registered on the SMS Sender ID Register.

If a Sender ID is not registered, SMS or MMS messages using that Sender ID may be delivered from the name “Unverified”.

An “Unverified” message means the Sender ID has not been verified through the Register. Message recipients should remain alert to potential scams or fraudulent messages.

What this means for organisations using the Diginostic Health Platform

If an organisation uses, or intends to use, a Sender ID for messages sent through the Diginostic Health Platform, the Sender ID must be registered on the SMS Sender ID Register.

The organisation must also use one or more participating telecommunications providers to send Sender ID messages.Diginostic may need to be authorised to send messages using that Sender ID.

Diginostic is reviewing Sender IDs used through the Diginostic Health Platform and will support relevant registration or authorisation steps where required.

Who can apply to register a Sender ID?

The following types of entities can be approved to make applications to register Sender IDs:

· an individual

· a body corporate

· a corporation sole

· a body politic

· a government entity

· a partnership

· another unincorporated association or body of persons

· a trust

· a superannuation fund

Valid use case requirements

To register a Sender ID, an entity must demonstrate that it has a valid use case for the Sender ID.

This may include showing that the Sender ID relates to the entity’s:

· registered business name

· company name

· registered trade mark

· registered domain name

Entities with an ABN

An entity with an ABN can make an application to register its Sender ID through any participating telecommunications provider that is an originating telecommunications provider, or through a partner of a participating telecommunications provider.

To support an application, the person making the request for the entity may need to:

· be listed as an authorised contact for the entity on the Australian Business Register, or otherwise be authorised by the entity

· pass an identification check

· agree to the Register’s terms of use

Once an application has been made on behalf of an entity, the person making the request will receive instructions from ACMA about how to access the Register.

Once the entity is approved by ACMA, the entity will be able to confirm the registration of the Sender ID.

Once the Sender ID is registered, the entity can authorise other participating telecommunications providers to send messages using that Sender ID.

Entities without an ABN

An entity without an ABN can only make an application to register its Sender ID through an originating telecommunications provider that is a certified telecommunications provider, or a partner of a certified telecommunications provider.

The provider or partner will conduct similar checks to those required for entities with an ABN.

An entity without an ABN will not be able to access the Register directly.

Fees and charges

Any cost for registering a Sender ID, including any ongoing annual charge, will be advised where applicable.
